A stable gateway average cannot guarantee that a particular container is ready, while a rising average does not mean every move will be late. It does give teams a disciplined trigger to confirm rail reservations, terminal appointments, equipment and receiving capacity early, before the number of workable alternatives narrows. That makes the dwell trend a practical prompt for coordination across transport, inventory and receiving teams.
